Subtitle Edit is a subtitle editor for movies. With Subtitle Edit you can easily adjust the start time of any subtitle if it is not synchronized with the movie. You can also use SE to create new subtitles from scratch (use timeline/waveform/spectrogram) or translate subtitles.
